Project Goal, Objectives and Outcomes


Project Goal


DocMD will establish a centralized electronic document delivery service for libraries that cannot support such a service due to a lack of human and financial resource and/or technical limitations.


Process Objectives

  • Develop a working model for a regional electronic document delivery mediation service
  • Identify issues relating to the operation and management of such a service
  • Identify a librarian at each of 17 project hospital libraries as the contact for local implementation
  • Collaborate with project hospital libraries will be established to assist in the local implementation of the service
  • Conduct general orientation sessions with project librarians
  • Create educational and marketing materials for use by project hospital libraries related to use of the service
  • Recommend how to expand or modify this model for use by others
  • Recommend funding models for ongoing support of this type of service
  • Purchase and install adequate hardware and software to support the project goal and objectives


Program Objectives

  • Identify real costs of service operation
    Outcome: Create funding model to sustain the project beyond initial funding
    Target population: Project staff and 17 hospital librarians
    Conditions: During the next 24 months
    Criterion: Project continues after 24 months

  • Hospital librarians will report satisfaction with the centralized electronic document delivery service model
    Outcome: Satisfaction with the delivery model is reported
    Target population: 17 hospital librarians
    Conditions: During the next 24 months
    Criterion: Librarians are satisfied with the centralized service model

  • Promote NLM services and funding opportunities (ie. Internet Connection grants)
    Outcome: Communicate opportunities where applicable
    Target population: All project participants
    Conditions: During the next 24 months
    Criterion: Communicate opportunities where applicable


Behavioral and Environmental Objectives

  • Electronic document delivery method is used by health care professionals
    Outcome: Used by 10% of hospital populations
    Target population: 20,392 health care professionals
    Conditions: During the next 24 months
    Criterion: DocMD used at least once by 10% of population, or about 2,000 health care professionals

  • Health care professionals will report satisfaction with the delivery method
    Outcome: Satisfaction reported with the delivery method is reported
    Target population: About 2,000 health care professionals
    Conditions: During the next 24 months
    Criterion: All health care professionals utilizing service are satisfied with service method

  • All hospital librarian contacts will understand the technology involved with electronic document delivery
    Outcome: Librarians will be able support their local users
    Target population: 17 hospital librarians
    Conditions: During the next 24 months
    Criterion: Librarians will be able support their local users


Educational Objectives

  • Health care professionals will utilize the technologies involved in an electronic document delivery service
    Outcome: Will be able to successfully access and download a document
    Target population: Health care professionals
    Conditions: During the next 24 months
    Criterion: Documents processed are actually downloaded

  • 100% of the library liaisons will understand the technologies involved in the electronic document delivery service
    Outcome: 100% will be able to successfully fill out questionnaire
    Target population: 17 library liaisons
    Conditions: During the next 24 months
    Criterion: Existing knowledge and/or improvement from pretest
